I don't know about this one. The guy's obviously a lunatic. Fine. But aren't there laws like the new(er) 'Stalking' ones that can be brought to encompass that sort of behaviour? Even a basic Restraining Order could get rid of his art work. Perhaps the girl might know a couple of male friends who could 'dissuade' the creep?
