Given how hard-hit the New York economy has been by the post-9/11 recession, it’s pretty silly to start making up laws that harrass stores about their return policies. In fact, why not turn a negative into a positive? Over in Tokyo, lawmakers are trying to fight renegade bloomer shops, where underage schoolgirls sell their dirty underwear to fetishistic perverts.
