According to the criminal complaint, Bertrang is not licensed to practice medicine in California. On his Web site, Bertrang says he is an aficionado of body piercing and cutting who has performed body modifications on men and women… Bertrang and Faulkinbury were charged with conspiracy to violate the federal Prohibition of Female Mutilation Act of 1995, which outlaws the removal of certain sexual organs on girls under age 18 unless it is medically necessary and only then if performed by a licensed medical practitioner. Who knew that President Clinton, all the while receiving some under-the-table service from his intern program, was busy outlawing female genital mutilation? No doubt it must have been his principled commitment to the female form that caused him to make genital mutilation a concern of his administration…
Evidently the law must be intended to discourage any Africans who might import female circumcision into America and inflict it on their young daughters, but all the same — how long will it be before some sixteen-year-old girl gets her clit pierced, her parents find out, and then sue the pants off the piercer? Some self-styled “modern primitive” could quickly find himself becoming a modern prisoner.

Note the story says the couple were “offering to circumcise” — not actual razor strokes took place.
The legal defense will probably be entrapment – since no actual mutilation took place -and the victims in question were fictional children. (The charge may be conspiracy to mutilate?
Would the perp beat the rap if he called the whole episode “conceptual art”?

actually, even without this particular law, the parents could still go after the piercer for sticking a stud in their 16-yr old’s twat. it’s illegal to pierce a minor without parental consent… and i wonder if piercings count as “mutilation” under this law…
The laws are usually written so that *any* alteration, even a little labia piercing (which isn’t permanent) is mutilation. Meanwhile parents continue to lob off whole chuncks of their baby boy’s dick for no reason. Is that nice or what?
