The inability of a law to stamp out a crime is no argument against the law itself, else prohibitions against murder and a thousand other nefarious activities would have to be considered pointless too. That being said, bloomer shops could well be a practical solution to decreasing the amount of teen prostitution in Japan (and elsewhere). Why not legalize bloomer shops? Essentially it’s just a matter of selling used clothes — only without washing them first. It gives teenage girls an easy source of income. It gives fetishists a legitimate source of gratification. And it gives the government the ability to regulate the transactions, so that the sale of underwear does not slide over into prostitution per se.
